Early Suspicion Falls on the Family
From the outset, the Ramseys were suspects. Investigators believed that JonBenét’s mother, Patsy Ramsey, may have written the ransom note and staged the crime scene to cover up the killing. In 1999, a grand jury recommended charges against John and Patsy for placing their daughter in a threatening situation and obstructing justice. However, the district attorney declined to indict them, citing insufficient evidence.
JonBenét’s brother, Burke Ramsey, was only nine years old at the time and was quickly ruled out as a suspect. Despite this, intense media scrutiny fueled speculation and conspiracy theories, leaving the Ramsey family under a dark cloud for years.
DNA Breakthroughs Change the Case
The narrative shifted in the early 2000s. A new district attorney took over the case in 2002 and began exploring the theory of an intruder. He called on state lawmakers to adopt legislation mirroring the federal Homicide Victims’ Families’ Rights Act, which gives families the right to request a cold case review in federal investigations.
“Fairness over favoritism,” the petition declares. “Families shouldn’t need media attention to get a second look.”

Ramsey’s proposal would allow families to request a new review if a case has remained unsolved for more than three years.
